Prisons department director-general Zulkifli Omar says effectiveness of rehabilitation programme can only be assessed after their release.
He said those held for terrorism-related activities under the relevant legislations, such as the Prevention of Terrorism Act 2016, were still serving their sentences.
“The detainees have shown improvement in terms of their behaviour and attitude,” he said during a session at the Putrajaya International Security Dialogue here today.
“We have a committee to assess them before they can progress in the four-stage rehabilitation process.
“However, whether they have been truly rehabilitated, we have yet to assess because none of the terrorism-related inmates have been released.”
The first batch of inmates are due to be released soon.
“Nine inmates have entered the programme’s final phase, phase four,” Zulkifli said.
“After they’re released, we should be able to assess the success of their rehabilitation and see if they relapse.”
Malaysian police counter terrorism chief Ayob Khan Mydin said the success rate of rehabilitation of detainees under the previous law was 97%.
“Between 2001 and 2012, we had a success rate of 97% out of 329 inmates detained under the now defunct Internal Security Act,” said Ayob during the same session.
“Only seven inmates went back to terror activities after having been released.
“The current rehabilitation programme is still new and we’ll assess it after the inmates are released.”
