The man, who was described as mentally unsound, was arrested by officers from the Central Seberang Perai district in Taman Perwira, Bukit Tengah, at 10.30pm.
District police chief ACP Nik Ros Azhan Nik Abdul Hamid said the man had admitted to having “shoved the head” of the foreign worker for not wearing a headscarf.
He also admitted to berating the woman and her friends as he was of unsound mind.
When contacted, Nik said the man had been brought to Bukit Mertajam Hospital for a check-up.
He said the man’s father had told police that his son became mentally unsound following a car accident 15 years ago.
The case will be investigated for voluntarily causing hurt under Section 323 of the Penal Code, which carries a year’s jail, RM2,000 fine or both.
According to police, the incident occurred on Jan 6, while the woman and her friends were waiting for a bus at Bukit Tengah.
They were approached by the man, who lectured the woman for not wearing a headscarf.
She told him that it was her choice whether or not to wear one, and ignored his lecture. This angered him, leading him to “push her head with his hand”.
One of her friends recorded the incident via Facebook Live, and the video clip quickly went viral.
The story was also picked up by UK tabloid Daily Mail, which described the incident as a sign of rising “religious conservatism”.
