Indonesian ambassador says the proposal, aired by President Jokowi last year, has gained urgency following the death of domestic helper Adelina Lisao in Bukit Mertajam.
PETALING JAYA: Indonesia is considering a fresh moratorium on its nationals being sent to undertake jobs as domestic workers in Malaysia, the republic’s ambassador to Malaysia Rusdi Kirana said.
The plan has gained renewed urgency following the recent death of Indonesian Adelina Lisao, who was allegedly abused at a house in Bukit Mertajam, Penang, where she was employed.
Rusdi was quoted by The Jakarta Post today as saying that Indonesian president Joko “Jokowi” Widodo was agreeable to the idea of halting the recruitment to Malaysia.
He said Jokowi had raised the issue of the treatment of workers during an annual consultation meeting hosted by Prime Minister Najib Razak in Kuching in November last year.
He said Jokowi had conveyed the possibility of a moratorium to Najib at the meeting.
Jokowi also wanted to restructure the employment administration process for workers going to Malaysia, with the aim of mending ties between the two countries strained by incidents involving migrant workers, he added.
“A moratorium is important so we can restructure our Indonesian labour force’s employment system to prevent cases such as Adelina’s from happening again,” Rusdi was quoted as telling reporters in Jakarta on Thursday.
He said violations against the domestic helpers had caused tension between the two countries.
“In order to promote cooperation, what happened to Adelina should not happen again,” he said.
He added that he had spoken to Jokowi about the possible moratorium last year, even before Adelina’s case.
Jakarta disallowed its domestic workers from coming to Malaysia in June 2009 following numerous reports of them being abused by their Malaysian employers.
The ban was lifted in December 2011 after both countries agreed on a minimum salary increase and measures to end the abuse.
Adelina, who was in her twenties and who hailed from Indonesia’s East Nusa Tenggara province, died at the Bukit Mertajam Hospital on Feb 11.
Police in Penang are investigating the case for murder and have arrested two siblings, aged 36 and 39, and their 60-year-old mother.
Adelina had been working at their semi-detached house in Taman Kota Permai in Bukit Mertajam.
She was taken to the hospital after a concerned neighbour, who spotted her with wounds on her hands and legs, alerted the office of Bukit Mertajam MP Steven Sim, whose aides informed the police as well as the human rights NGO, Tenaganita.
Adelina had also been reportedly seen sleeping next to a Rottweiler for two months.
Yesterday, Indonesian police arrested two employment recruiters in East Nusa Tenggara for allegedly using forged documents to send Adelina to Malaysia in 2015.
