Chow: Penang welcomes Fed govt scrutiny on reclamation

State executive councillor says Penang government will not start work on reclamation projects without EIA or federal government approval.

Chow-Kon-YeowBUTTERWORTH: The federal government is “more than welcome” to scrutinise the reclamation projects in Penang, a state executive councillor said over Putrajaya’s impending move to set up a body to oversee reclamation works in the state.

executive councillor Chow Kon Yeow reiterated that the reclamation works in the southern coast of the island would not take off so soon as the Environmental Impact Assessment (EIA) was yet to be completed.

He said the Penang government was not above the law and would comply with all environment-related regulations before going ahead with the reclamation works there.

Chow said there was no reason to doubt Penang as the state assembly had passed a motion not to begin reclamation works in the southern coast of the island without an EIA or federal government approval first.

“We stand guided by Natural Resources and Environment Minister Wan Junaidi Tuanku Jaafar in regard to compliance with all conditions set by the Department of Environment (DoE) on the reclamation works off Penang island. We would like to thank him as we are honoured by his concerns.

“There are no exceptions when it comes to the law. Including Penang. We will follow the law. In this case, the laws put forth by the Department of Environment,” Chow said when met at Chai Leng Park in Prai today.

Chow was commenting on a call by Junaidi instructing the Penang state government to stop all reclamation works.

Junaidi said this was to allow the government to come up with a new detailed and improved EIA, since the present one was only environment-centric.

Chow said the “upgraded” and detailed EIA should not be applied to Penang’s reclamation works as the current EIA study was already approved by the DoE.

“We would like to inform everyone that we are conducting the Environment Impact Assessment according to terms of reference agreed to by the DoE.

“We hope the new EIA requirements are not retrospective,” he said.
