Ministry warns doctors untrained for circumcisions

It promises action against them if they do it without proper training.

PETALING JAYA: Following two recent cases of botched circumcisions, the Health Ministry (MOH) has promised stern action against doctors and other health professionals who do the procedure without the necessary training.

The Director-General of Health Malaysia Noor Hisham Abdullah noted in a statement that although circumcision is a minor procedure, the complications can be severe and devastating for the patient.

“Health practitioners in both private and public health facilities need to undergo necessary training so that they can perform this procedure competently and safely.”

Hisham said the ministry is deeply concerned with complications in the private general practitioner clinics. He revealed that the ministry is investigating what led to the two botched cases.

Both cases happened in private general practitioner clinics and were then referred to Kuala Lumpur Hospital for further treatment. The first case involved a nine-year-old on December 15.

“Apparently he had a circumcision procedure at a private GP clinic at Jalan Ipoh by a general practitioner on the same day. The glans penis was totally amputated during the procedure, using a pair of scissors,” revealed Hisham.

The GP then referred the child to Desa Park City Medical Centre and the child was later sent to Kuala Lumpur Hospital (HKL). There, doctors operated on him for about three hours that same afternoon.

Hisham said it’s important to note that there was a significant delay in the patient reaching HKL, which was beyond the control of HKL. The boy is still warded there for regular wound dressing.

The second case involved a 10-year-old who was taken to HKL Emergency Department on December 20.

“The boy was referred from Universiti Kebangsaan Malaysia (UKM) Medical Centre.

“Apparently he had a previous circumcision performed at a private GP clinic one year ago, of which the parents were not happy with the outcome of that circumcision.

“Therefore, the parents brought the child to another GP at Cheras on Dec 20, where he had a ‘redo-circumcision’ procedure.” The penis was totally amputated during the procedure.

Hisham said the child was immediately taken to UKM Medical Centre and later referred to HKL where he had emergency surgery for two hours. He is warded there for observation.

As a national referral centre, HKL specialists are trained and equipped to treat such cases.

“Both cases were managed by the senior experienced consultants and a team consisting of plastic and reconstructive surgeons, urologist and also child psychiatrist.

“Currently both patients can urinate normally. However it is too early to predict other physiological disabilities they may face in adulthood,” said Hisham.

He said that the timing of treatment is vital, as late treatment will result in less favourable outcomes.
