Those pesky parking coupons making money wrong way

What's so difficult about selling the coupons in separate booklets, eg 10 of 40 sen and 5 of 80 sen at RM4.00 each booklet?

Why are motorists who rarely use 1-hour parking coupons forced to buy them when buying half-hour coupons?

The Majlis Bandaraya Pulau Pinang is helping the company given the contract to manage the collection of parking charges through the sale of parking coupons, Perkhidmatan Alam Indah Sdn. Bhd, to exploit motorists by allowing the company to bundle four 40 sen and three 80 sen coupons in each booklet costing RM4.00.

Motorists who rarely use the 80 sen coupons and have used up the four 40 sen coupons are thus forced to use the 80 sen coupons or buy another booklet of coupons, in which case they will be holding some more unused 80 sen coupons.

This is a very subtle form of exploiting motorists.

What is so difficult about selling the coupons in separate booklets, e.g. 10 of 40 sen and 5 of 80 sen at RM4.00 each booklet? Other local authorities, e.g. MPSP, MPSP(K), and Majlis Perbandaran Taiping do not exploit motorists in this way.

The MBPP should see to it that the company given the contract does not exploit motorists by bundling coupons of different denominations into one booklet. This subtle exploitation should be stopped.
